DocView uses the public libqpdf API inside PDFWorker to read annotation border dictionaries. It does not modify or embed qpdf source code. The local Linux install uses the system libqpdf shared library. A Windows distribution must include the notices and licenses for the actual qpdf binary and its linked dependencies as part of the release packaging review.
